There are multiple ways that reclaimed land can be used. One of the main goals of SMCRA is to restore the land as close to its original state, or better, and use it for the good of the environment. The impact of surface mining on the topography, vegetation, and water resources has made it highly controversial. Surface mining is subject to state and federal reclamation requirements, but adequacy of the requirements is a constant source of contention. Unless reclaimed, surface mining can leave behind large areas of infertile waste rock, as 70% of material excavated is waste.

The Surface Mine Reclamation Program (SMRP) is part of the Washington Geological Survey within the Washington Department of Natural Resources. The program was created in 1971 after the legislature created the Surface Mining Act. The SMRP makes sure that all lands and waters within the state are protected and reclaimed after mining is complete.

The DOC administers the Surface Mining Land Conservation and Reclamation Act (K.S.A. 49-601-624) that became effective July 1, 1994. The purpose of the program is to ensure any land disturbed for mining purposes, other than coal and gas, is reclaimed.
